Teyaseer is a non-profit Abu Dhabi government service, providing free support services to beneficiaries of the Abu Dhabi Housing Scheme who wish to build their home.
To use our services, there are a number of eligibility requirements. You must:
Must be a UAE national and be eligible for the Abu Dhabi Government Housing Scheme
Have received official notification from the Abu Dhabi Housing Authority that you have been allocated a plot of land
Have received official notification from the Abu Dhabi Housing Authority that your Construction Loan application has been approved
Have a First Abu Dhabi Bank (FAB) mortgage registration and loan application which is either approved or in process.

Teyaseer is a free government initiative, available to all beneficiaries of the Abu Dhabi Housing Scheme.
As a Teyaseer customer, you can search for our qualified vendors.
This gives you access to over 200 qualified and experienced consultants and contractors, along with their portfolios, reviews and ratings.
As a customer, you have three options:
Request for proposal (RFP). Opt for an RFP when you’re undecided on which vendor to choose. This option gives you multiple proposals from different vendors for a competitive selection process.
Single source. If you know who you want to use, go for a single-source option. This provides a single offer from your preferred vendor.
Direct award with an existing consultant. If you already have a contract with your consultant, you can get a direct award for additional work. This usually streamlines the process.
Once you've registered as a customer, go to your portal homepage for full details of the vendors.
As a Teyaseer customer, you can request for an appointment of consultant or contractor services, and we will guide you through each process.
When appointing a consultant, we provide you with a list of 10 vendors registered with Teyaseer. You can add or delete these, as you wish. We will then conduct the tender management on your behalf, securing proposals with special offers tailored for your project. You will receive reports to help you review the proposals and appoint your preferred vendor.
We follow the same process when you wish to appoint a contractor, but in addition can also help with contractor negotiations to meet your budget and requirements. If you have offers from other contractors, we are still here to help. Our ‘contractor offer review service’ provides you with information to support your decision-making.
We cannot design your villa on your behalf – that is your consultant’s role. However, you can use our villa configurator to help visualise your villa and provide an estimate of how much it might cost. You can also browse our portfolio of villa designs which you can share with your consultant when you discuss your requirements.
The homebuilding journey is a set of steps you will need to go through to create your villa. This includes appointing a consultant, reviewing the designs, appointing a contractor, construction and handover. Our services guide through every stage, offering expert advice, design reviews and site inspection. This empowers you with the right knowledge to enable project success and prevent costly mistakes.
As an owner, you are the primary decision-maker. Here are some of the things you will do:
Appoint your consultant and contractor - we can help ensure you appoint vendors who have the experience and expertise to design and build a home to your requirements.
Establish clear project goals - effective communication is very important. You will need to ensure your consultant fully understands your project goals, desired completion dates, and budget early on to avoid delays and unexpected modifications later in the process.
Provide feedback and approval - providing timely input and approval to your consultant during the design stage will help to ensure the project runs smoothly.
Manage your budget - it’s important to set expectations around your budget with your consultant in the early stages of design. You can use our customer portal to track your budget and ensure costs align with your discussions.
Avoid major changes in the later design stages or during construction - these are not recommended as they could cause significant and costly delays. You should also avoid making changes to the design layout after getting the approval on this from the municipality.
Follow change request processes for minor changes - it’s natural to change your mind about a few, smaller things when you see your villa come to life. As part of your contract, you should discuss with your consultant how many changes are allowed so that you don’t incur additional costs or time delays. It’s best to talk to your consultant about any potential changes before instructing your contractor. Your consultant will come back with the time and cost impact so you can make an informed decision.
It’s your consultant’s responsibility to design your villa to your requirements and budget. They will be your technical guide, designing your home, applying for necessary permits, supervising construction and keeping your project on track.
Here are some of the things your consultant will do:
Help you design your home to your requirements and budget
Liaise on your behalf with contractors and authorities involved in building your home
Apply for all necessary permits
Supervise the contractor during the construction phase, which includes general quality assurance
Visit the site frequently and inspect the works when necessary
Handle progress reporting, commercial management and payment certification
Facilitate the handover process
Manage the defects liability period and final account
Your contractor is the project executor and will construct your home according to the approved drawings.
Here are some of the things they will do:
Develop method statements describing how the work will be completed
Develop shop drawings to provide specifics on materials, components and systems etc
Deliver the construction in a series of stages
Keep the project on track and ensure a quality build within the quoted timeframe
Manage subcontractors and labourers related
Order materials for the build and ensure they arrive as scheduled
Submit all payment requests for consultant to review and your approval
Communicate the status of the project throughout the build by providing progress reports
Monitor and report progress and expenditure to your consultant
Coordinate with authorities for all required permits and approvals
Coordinate with your consultant to ensure the work reflects the design
Develop a quality management plan and execute it accordingly
Ensure HSE (Health, Safety and Environment) regulation is followed
Rectify any issues that you or the consultant may find
Fix defects and respond to warranty issues after construction is completed
Provide a mitigation plan in case of delays
The building completion certificate is a document provided upon project handover to prove that a building has been inspected by the required authority. It includes inspection by civil, electric, telephone and other disciplines.
The Defects Liability Period (DLP) is a set timeframe after construction completion where your contractor rectifies defects at their cost. Once they successfully rectify all the issues, the project is accepted and the contract concludes.
The detailed design begins when the customer approves the concept design. They will then start to develop the architectural, structural, electromechanical and other service drawings, in addition to the detailed BOQ, list of materials and specifications.
This is a report that we provide to help you assess your vendor’s proposals before you appoint a consultant and contractor. It includes reviews of all proposal submissions from your preferred vendors to enable you to make a better-informed decision.
At your request, we will carry out technical site inspections to monitor the progress and quality of your construction. After the inspection, you will receive a QA (quality assessment) report, which details the quality of the works on site and the specifications of the materials used. It also provides an overview on the project progress.

To be eligible to apply, vendors must meet certain criteria and upload the requested documentation. This includes a company tenure, valid for at least 2 years, an active trade licence and active classification certificate.

Teyaseer qualified vendors have been carefully assessed to ensure they have sufficient experience and expertise to meet the standards in villa design and build. They include design and supervisory consultants, and contractors.
This comprehensive evaluation verifies essential details and documentation about each vendor. This includes licensing, engineering staff, health & safety certificates, insurance policies, building permits and completion certificates to check the vendor's experience and past performance. This information is carefully reviewed before the vendor is approved for qualification.
Once a vendor has submitted an application, someone from our team will review it and contact them by email on next steps. This may take up to 7 days depending on the vendor responsiveness.
Yes, if you have a preferred vendor that is not yet Teyaseer qualified, you can request for them to register as vendor.

A qualified vendor has passed the minimum criteria in the registration, while a verified vendor has stood out from the mainstream by showing outstanding performance and customer recognition.
To become a verified vendor you have to:
Maintain a 4 star rating from customers and the technical team
Maintain a 90% participation rate in all RFQs/RFPs
Have less than 10% SLA breaches
Terms explained:

SLA = service-level agreement
The vendor portal lets you easily manage your tenders, projects, performance and profile. You will get real-time alerts of customer interest, have access to tools and support, and be able to quickly share updates with your team.
The portal features include:
Profile and portfolio with real-time alerts of customer interest
Workspaces to manage your tenders, awarded projects and performance
Collaboration features to work with team members and assign duties
Ability to accept and reject tenders, upload documents and export data
Centralised project library for all your documents
Toolkit and support for any help you might need
You can add as many users as you wish to your vendor account. This will give them access to the vendor portal.
Every vendor account must have a super admin - someone within your company who will manage your Teyaseer account and its users. Their role includes adding and deleting users, resetting passwords and creating tasks.
